Requirements & Procedure

The Quebec Skilled Worker Selection Program (QSWSP) is a Canadian immigration program for qualified foreign workers who want to live and work in Quebec.

There are four “streams” available to skilled foreign workers through the Quebec Skilled Worker Selection Program (QSWSP) and each stream has its own eligibility requirements:

  • Stream 1 – Skilled Immigrants with Highly Qualified and Specialized Skills
  • Stream 2 – Skilled Immigrants with Intermediate and Manual Skills
  • Stream 3 – Skilled Immigrants with Regulated Professions
  • Stream 4 – Skilled Immigrants with Exceptional Talent

The process to apply for Canadian immigration through the Quebec Skilled Worker Selection Program (QSWSP) consists of two major steps:

  1. Apply for the QSWSP – The first step is to file an Expression of Interest (EOI) on Quebec’s Arrima online platform; be invited to apply for Permanent Selection; apply for Permanent Selection; submit the “Attestation”; and receive the Quebec Selection Certificate.
  2. Apply for Canadian Permanent Residency – If the Quebec provincial officials review the application and issue a Quebec Selection Certificate to the applicant, the second step of the QSWSP process will be for the applicant to submit an application for permanent residency to the Canadian immigration officials, who will then make a decision about whether to issue a Confirmation of Permanent Residence (COPR).

It should be noted that other procedures will be required prior or during each of these two major steps of the QSWSP process. For example, an authorized French and/or English evaluation test will be required before the first step can be completed; medical exams and police certificates may be needed before the second step is finished; and governmental fees must be paid during each step, plus supporting documents will be required.
